Gravitational capture of gas clouds by massive protogalactic condensations can be one mechanism by which angular momentum originates during the formation of galaxies in a metagalactic medium subject to great hydrodynamic motions. This model is considered using the concept of proper motions in the 'vacuole' model proposed by Einstein and Straus (1945). Particles move against the uniform (pressure-free) background outside the vacuoles along straight lines, as in the Friedmann model. If its proper velocity is not too great, the cloud of particles, when it enters the vacuole, moves into a stable Keplerian orbit, and its angular momentum is then localized within the vacuole. Angular momentum close in order of magnitude to the observed value can be gained by a galaxy by the capture of one large cloud or by statistical accumulation in the capture of many clouds with randomly distributed masses and angular momenta.
