Analysis of the effects of 'near-field' structure and radiation reaction on the motion of charged particles acted on by large amplitude electromagnetic waves of low frequency. We show that significant radiation braking occurs for the case of fast oblique magnetic rotators. The overall energetics of the process is discussed within the context of high-energy cosmic ray production by pulsars.
