We present further UV and optical observations of the QSO UM 675 (zem = 2.148), following our earlier observations (Beaver et al. 1991). HST/FOS data were obtained in a 3200s integration with the G270H grating through the 4.3'' square aperture. With this new FOS observation, the gap between our UV and optical data previously presented is filled. Lick Observatory data were obtained with the UV Schmidt CCD and Kast spectrographs. The continuum is fitted with a non--thermal F_ν ~ nu (-alpha ) (alpha = 1.3) spectrum plus ``Lyman valley'' produced by Lyman absorption lines and Lyman continua fitted from Moller and Jakobsen (1990) and Moller (1992) models. With the FOS, 38 absorption features are measured between 2200 and 3300 Angstroms. The high--ionization za =~ zem system (za = 2.1344) is confirmed (in particular, by strong Ne VIII lambda lambda 770,780, C III lambda 977, N III lambda 990, and strong O VI lambda lambda 1032,1038). Three additional emission lines measured are strong Ne VIII lambda 775, C III lambda 977, and a so--far unidentified line at an observed wavelength of 2800 Angstroms.
