The paper considers some data on the energy spectra of photoelectron fluxes caused by the relaxation of 'fresh' photoelectrons formed by photoionization of the neutral component by solar UV radiation. The primary spectrum of photoelectrons has a complex structure, characterized by the presence of pronounced maxima, each of which can be regarded as a particular bunch of particles. The present work attempts to show that the bunch-like nature of the primary spectrum leads to the development of plasma instabilities with the formation of an additional relaxation mechanism as a consequence.
