A method is developed for the analysis of the emission spectra of ultrarelativistic electrons in a magnetic field, having a random small-scale component and a regular component. Random irregularities of the magnetic and electric fields are assumed to be generated by turbulent plasma oscillations, and it is shown that such irregularities can produce changes in the emission mechanism and spectrum as compared with synchrotron emission. The results indicate that the spectral index of HF turbulence can be determined on the basis of observations of the HF 'tails' of nonthermal radio emission.
