A review of the development of a new concept (a new paradigm) for cosmic ray generation by plasma turbulence is given. Effectiveness of magnetohydrodynamic turbulence is compared with that of electrostatic plasma turbulence. A new mechanism of cosmic ray generation due to radiative processes is described. It is shown that the main properties of cosmic rays can be explained by this mechanism.
