The questions pertaining to the construction of comprehensive complete star catalogues out of existing observations are discussed. In particular, it will be necessary to tighten the meaning of the concept of a system as well as the precepts for reducing specific data to a specific system. The existence of computers urges that one should use more adequate reduction models as well as more adequate reduction methods than were used in the past, in particular, that a generalized overlap approach be employed for the reduction of all catalogues to a common system and, indeed, the establishment of the system itself. The paper discusses problems arising in connection with a definitive reduction of the astrographic catalogue, and a possible first measuring of the plates taken originally for the Carte du Ciel, and briefly mentions some contemporary projects of constructing comprehensive position catalogues.
