In the rotating neutron star hypothesis discussed for the compact object in the binary systems considered, it is assumed that rotating neutron stars are oblique rotators, that they have magnetic fields, and that the magnetic axes are not along the axes of rotation. Attention is given to HerX-1 and CenX-3, taking into account X-ray emission and accretion characteristics.
