An electron spectrometer onboard the Prognoz-4 satellite measured the cosmic-ray electron spectrum in the 7-40 MeV range. The construction of the spectrometer is described, as well as its calibration and methods for obtaining the spectrum. The spectrum is compared with the results obtained from other investigations, and the following conclusions are made: (1) in order to suppress the instrument background, there should be a detector for the determination of the arrival direction of the particles; (2) protective detectors should have a high efficiency (99.9%); (3) detectors of energy release should have high energy resolution (better than 30%) and the capability to determine a background level from nuclear interactions.
