Four reasons are considered for believing that the upper limit on the rotation of the universe set by the isotropy of the 3-K background may not be applicable to the local system. These include: (1) the existence of several mechanisms for generating a noncosmological background, (2) the hierarchical nature of the real universe, (3) recent studies implying a noncosmological origin for the background, and (4) the realization that studies of 3-K isotropy can set only weak limits on rotation for a last-scattering surface with a small redshift. An alternative estimate of the rotation is presented which is based on a generalization of a number test proposed by Goedell (1950) and makes use of data on clusters of galaxies from the Abell and Zwicky catalogs. It is noted that this estimate is uncertain since it depends on whether galaxies or clusters are taken to be the fundamental units of the universe.
