The controversy over whether galactic magnetic fields are of dynamo or primordial origin is reviewed, and interactions of these fields with interstellar gas and cosmic rays are examined. It is shown that galactic magnetic fields could not have developed by dynamo action from weak seed fields and that the theory of turbulent diffusion of a passive (dynamo) field is incorrect. The following conclusions are made: (1) galactic magnetic fields probably developed from a universal field whose existence is supported by a variety of evidence, (2) the noncircular gas motions observed in our Galaxy are mainly hydrodynamic oscillations whose energy source is the rotation of the gas, (3) cosmic rays in our Galaxy (and in many external ones) originate in a rapidly rotating central gas cloud, and (4) the cosmic rays enter the galactic disk along reconnected magnetic field lines linking the central cloud and the disk.
