The ESA High-Precision Parallax Collecting Satellite (Hipparcos), an astrometric telescope to be launched to GEO in 1988, is described, and its scientific aims are reviewed. The history of astrometric observations since Hipparchus (150 BC) is traced, and the value of the improved accuracy (6 marcsec for single measurements and 2 marcsec for mean positions) offered by Hipparcos is indicated. Consideration is given to the satellite instrumentation, the data-analysis procedures, the 100,000-120,000-star catalog of the main experiment, the project participants, applications of the data, and possible follow-on programs.
