Developments in observation and theory relevant to determination of nebular compositions are reviewed. Theoretical advances in the areas of nebular diagnostics and ionic concentrations, H II regions and the interstellar medium, and the energy balance in a gaseous nebula are recapitulated. Efforts to determine the reality of abundance differences between nebulae are briefly retold. Finally, the discoveries made possible by the development of photoelectric photometry and the observations made with the IUE are discussed.
