The electrostatic Double Layers (DL's) and their astrophysical applications are reviewed. The existence criteria for DL's are discussed. It is shown that the current driven instabilities can lead to DL formation, and account for the flunctuations associated with strong DL's. A class of weak DL's is described using the modified Korteweg-Devries equation, and the conditions for the emergence of a DL from arbitrary initial conditions are specified. Simulation studies of strong DL formation are effectuated. They reveal important dynamical features. Weak DL's are found in simulations of ion acoustic instabilities. A strong coupling between a DL and the global current system is observed. The results of theoretical, simulation and observational investigations of magnetospheric DL's are presented.
