The reorientation of the net angular momentum vectors of disk galaxies expected during cosmic infall onto galaxies is modeled with a steadily sewing axisymmetric potential. Each annulus of the disk responds to the slewing by tipping about a line in the plane of the disk. It is shown that the tipping angle is a steep function of the radius where the disk surface density is small. It is suggested that this effect is responsible for the outer warp and nuclear inclination of the Galaxy.
