The difficulties in ascertaining and certifying the reality of a
suspected ETI signal are discussed. The problem of detecting faint
signals is examined and an example is presented. The signal verification
process which involves developing a working hypothesis and continuing to
collect data is described. An on-site testing procedure is proposed.
