It is shown that cyclotron enhancement of radiative pressure can lead to instability in the photospheric boundary layer of a neutron star with a strong magnetic field. If the magnetic confinement is insignificant, the instability causes a relativistic photospheric ejection; in contrast, when the confinement is significant, MHD pulsations are generated. Within the ejection plasma, the photospheric radiation is transformed into hard superthermal radiation having an anisotropic angular distribution.
