The absence of determinism of observational data on the spiral structure of the Galaxy excludes use the prescriptive scheme of Lin and Shu, containing a free parameter. The requirements to the future theory of the spiral structure are formulated. The foundations of two conceptions, gravitational and hydrodynamical, are presented. Possibly, in a future theory elements of both conceptions will be incorporated. The observational data for our Galaxy and other spiral galaxies are enumerated the knowledge of which is necessary for the solution of the problem of spiral structure.
