FOKAT is a catalog of the positions and proper motions of 379,910 stars
over the entire sky. It has been compiled on the basis of the AGK3
catalog for the northern sky and the FOKAT-S catalog, obtained on the
basis of observations in Tarija, Bolivia during 1983-1985.
