The authors find a strong, apparently linear correlation between the infrared cirrus at 100 or 60 μm and neutral atomic hydrogen near the galactic plane. IRAS sky brightness images were compared to the 0°.5 resolution Weaver-Williams H I survey in two regions of the outer Galaxy near l = 125° and l = 215°. The dust temperature inferred is nearly uniform and in reasonable agreement with theoretical predictions of thermal dust emission.
