The dynamical instability of a neutron star just below the minimum mass along the mass versus density equilibrium curve is explored. For the case in which the the interior of the compact star is modeled as an ideal gas of neutrons, electrons, and protons, the star is shown to undergo secular expansion on time scales of greater than 500,000 years. For the case of the more realistic Harrison et al. (1965) nuclear model, neutron decay occurs in nuclei on a time scale that can approach the dynamical time.
