A CCD survey of a complete sample of 42 QSO fields shows a significant excess of detected galaxies within 30 arcsec of the QSO, even for QSO redshifts in the range 1 - 1.5. This would not be expected for the R < 21 limiting magnitude of this survey, unless either (1) foreground clusters were statistically correlated with the QSO position (gravitational lensing) or, (2) galaxies physically associated with QSOs in that redshift range are over 2 mag brighter than passive evolution models predict. The most likely explanation is enhanced luminosity evolution in the galaxies within 150 h-1kpc of the QSO.
