Over 40 air shower observations of 12 point sources are consistent with the hypothesis that the primary cosmic ray particles are 1012-1016 eV γ-rays. However, a few observations involving a muon signal from Cygnus X-3 cannot be interpreted as due to γ-rays or other known particles. This problem is described as well as the techniques, data, and prospects in this rapidly growing field.
