The results of measuring the penetration boundaries of proton fluxes in the region of near-Earth satellite orbits are generalized as an algorithm for determining the vertical cut-off rigidities at R < 1 GV. The geomagnetic transmission functions, calculated by the algorithm, show that the averaged orbital fluxes of low-energy cosmic ray particles must be considerably larger compared with the IGRF predictions.
