We describe a proposal to create a component of the National Virtual Observatory (NVO), described by the draft white paper prepared by the NVO working group (http://astro.caltech.edu/nvoconf). "Night sky" or "background" spectra would be collected from astronomers using the high resolution echelle spectrographs now available at nearly every large-aperture telescope world wide. The spectra would be made available (with the celestrial target removed), in a standardized form, to all researchers, but are specificially targeted for scientists interpreting the optical emissions of the terrestrial atmosphere. Astronomers will benefit from better understanding of the origins and expected strengths of emissions from terrestrial and extraterrestrial sources. The availability of broad-coverage spectra for every hour of every night at numerous locations would represent a unimagined and revolutionary resource for atmospheric science that could be assembled with modest incremental effort and cost. We are seeking to make contact with astronomers who might be interested in participating.
