The Astrophysics Data System (ADS) has profoundly changed the way astronomical research can be done in the developing world. In the past it was very difficult and sometimes impossible for small developing countries to access the astronomical literature, especially the older literature that was not available in any library in such countries. With the availability of the scanned astronomical publications on-line through the ADS and the on-line electronic journal articles through the journal publishers, anybody with Internet access world-wide can now search and access any part of the astronomical literature. In order to make it even easier to access this literature in countries with intermittent or unreliable Internet access, the ADS provides the capability to execute searches and to retrieve scanned articles via Email. Since Email relies much less on a permanent and fast enough connection than the World Wide Web, this capability allows access even from institutes that are on unreliable or intermittent connections. To improve access to the ADS from different parts of the world, we have established eight mirror sites, located in Chile, China, France, Germany (2), India, Japan, and the United Kingdom.
