We analyze OGLE Cepheid data to construct Cepheid PL relations at mean and maximum light. In the V-band, maximum-light PL relations have significantly smaller dispersion than conventionally used mean-light relations. We address the potential of using the PL relation at maximum light and quantify its effect on the distance scale. We present preliminary results of using PL relations at maximum light to derive the Hubble constant. We derive new distance moduli for four HST galaxies (NGC 2541, NGC 3319, NGC 925, and NGC 2090) by combining PL (max) relations in V- and I-bands. The sparsely sampled HST I-band data are reconstructed by using interrelations among corresponding Fourier parameters in the two bands.
