The paper presents an investigation of the statistical characteristics of the polarization of normal waves as they pass through layers of the ionospheric plasma with a power spectrum of random irregularities. Cases of oblique and transionospheric pulsed sounding are considered. It is shown that the standard deviation of the orientation of the major axis of the polarization ellipse is determined by the spectrum of the irregularities and the geometry of the sounding-beam propagation.
