The propagation of energetic electrons through ion-acoustic plasma turbulence is investigated. The distribution function of these particles is calculated considering the scattering on ion-acoustic waves. The possibility of the formation of particle spectra with an inverse distribution over velocity is demonstrated. The results are applied to the problem of polarization calculations for hard X-ray emission.
