Observational data on nonstationary microwave emission generated at a solar-flare site are presented. Attention is given to the dominant role of the development of plasma instabilities in the saturation process of magnetic bremsstrahlung maser radiation, which is used to account for radio observations. The quasi-linear relaxation of an unstable distribution of fast nonrelativistic electrons is investigated considering the reverse influence of the Langmuir turbulence that they generate. It is shown that the characteristic time scale of stabilization of the instability can reach the range of several microseconds to tens of microseconds.
