The physical process in the Earth's polar cusps is governed by the dynamics of the solar wind and its evolution prior to entering the cusp. Plasma properties along the streamlines connecting the subsolar region to the cusps are often modified not only by the process of flow around an obstacle but also by more complex MHD processes such as magnetic merging and a variety of instabilities. By studying the variations of plasma properties including plasma moments and distribution functions when the solar wind and IMF changes we can better understand the properties of plasma sources that feed into the cusp processes and in turn how the processes may vary with the solar wind and IMF. The core plasma populations in these regions are largely comprised of particles at hundreds eV or less in energy and the TIDE and HYDRA instruments of POLAR is most suitable for the study. Using measurements from the instrument and others from solar wind observers such as WIND, IMP 8, and GEOTAIL, we study the plasma properties of magnetosheath thermal ions and their solar wind dependencies in the regions just upstream of cusp entry.
