The laser ranging technique has been one of the fundamental instruments to study a wide variety of geodetic and geophysical problems since the 1970s. The technique uses two different categories of targets, notably artificial spacecraft ("Satellite Laser Ranging", SLR) and the Moon ("Lunar Laser Ranging", LLR). Since September 1998, all activities concerning these two applications (data acquisition, technique development, management, analysis, etcetera) are coordinated by a single organization, the International Laser Ranging Service (ILRS). The most important aspect of the SLR/LLR technique originates from a combination of measurement simplicity and signal frequency. This allows the observation of instantaneous, direct distances between a target and an observatory with an absolute accuracy of a few mm. This characteristic, unique among the space geodetic techniques, ensures that the results of laser ranging analyses can address a wide variety of global phenomena on an absolute scale. Products from these analyses include: definition and temporal variation of origin and scale of a global geodetic reference system; precise orbit determination of altimetric and SAR satellites in the same global reference system; detection of potential systematic errors in GNSS orbits. In this paper, an overview of the various characteristics of the SLR/LLR technique is given. Strengths and weaknesses, both of the technical components and of the scientific or operational products, will be reviewed. The role which the technique can play in the proposed "Integrated Global Geodetic Observing System" will be discussed.
