The relation between the magnetic field strength and equivalent width of the lines before a flare can be explained by an assumption about the presence of fine-structure elements (FSE) in active regions. The result allows us to suppose that there is some probability of the FSE penetration across the zero line of the longitudinal magnetic field into opposite-polarity regions.
