The first part of this publication contains 22 papers on X-ray timing results on galactic sources. It includes some of the first results from the Rossi X-Ray Timing Explorer, including a first review of the missions important contribution of high frequency oscillations found in low-mass X-ray binaries. Reviews on previous observations of black hole candidates, and accretion powered pulsars are accompanied by papers discussing the theoretical range of accretion solutions for black holes, the use of quasi-periodic oscillations as diagnostics for the disk-magnetosphere interaction and the need for developing a different model to explain many of the observations. New discoveries of magnetic white dwarf systems and the types of beat frequencies they exhibit can be compared. The second part contains 13 papers on cosmic gamma-ray bursts and soft gamma repeaters. It includes presentations of data on energy spectra and time histories, and instrument descriptions. Several theoretical and modeling papers discuss the spatial distribution of bursts, and their energy release and radiation mechanisms. Observations of the counterparts to soft gamma repeaters are also presented. An empirical method for verifying the accuracy of the triangulation technique is described.
