We present phase-referenced VLBI results on the radio continuum of, and the 21 cm HI absorption toward, the Luminous Infrared Galaxy (LIG) NGC 7674 (Mrk 533, Arp 182); (cz=8727 km s-1). The observations were carried out at 1380 MHz using the Very Long Baseline Array (VLBA), the Arecibo Telescope and phased Very Large Array (VLA). This observation constitutes the first scientific use of the Arecibo Telescope in a VLBI observation with the VLBA. The high resolution continuum image reveals a core-jet structure at 9.3 x 4.9 mas resolution. The total flux density of the core and the jet structures are ~30 and ~10 mJy, respectively. The jet structure is at a distance of ~15 mas from the core, at position angle -84o. The 21 cm neutral hydrogen absorption line is detected against the core of NGC 7674. The line is centered at 8590.1 km s-1, and has a width of 70.3 km s-1 at half maximum (FWHM). Although no HI absorption is seen against the jet structure at high resolution, we detect a line with 112.4 km s-1 FWHM against the whole core-jet structure at a resolution of 129 x 90 mas.
