The authors have made 89 GHz VLBI observations of 3C 84 at five epochs between 1981 and 1985. Model fitting suggests a core-halo structure, which is associated with the active nucleus of NGC 1275. Both the core, which is smaller than 0.2 mas, and the more extended halo show a slow decay corresponding to the decrease in total flux density since a flare which occured in 1980. In 1985 a "jet" was detected. It is extended in a position angle 205° and is unresolved in width (<0.1 mas).
