Considering that ions form the Boltzmann liquid and electrons the relativistic degenerated gas, it is shown that the plasma in the crust of a neutron star is the Lorentz one. Magnetohydrodynamic equations are written and conditions of their reliability for such plasma are discussed. The kinetic coefficients for this plasma are calculated and it is shown, that for Z ≥ 27 they mainly depend on the plasma density. Also, it is shown that when ρ ⪆ 3×108g/cm3 the kinetic coefficients are not affected by the magnetic field of the magnitude of B ⪉ 1012gauss. The numerical values of these coefficients when 3×108g/cm3 ≤ ρ ≤ 2×1014g/cm3 are presented.
