The linear polarization and color of comet P/Halley in broadband filters J(l.25 μm), H(1.65 μm), and K(2.2 μm) were measured at phase angles 9.°4 < β < 65.°3. Comet Halley exhibited a red color characteristic of comet dust at these wavelengths with no clear variation with β. The JHK polarizations reach 25% at the largest phase angles with a reversal at β = 20° and negative polarizations of a few per cent at smaller β. The polarization increases with wavelength at the larger phase angles. Mie theory calculations of the polarization from a grain size distribution based on measurements by the Giotto spacecraft indicate that no single component fits the data; a two-component model is needed. The two components that give the best fit correspond loosely to a "dirty" silicate and a moderately absorbing material. The model gives fair agreement with both the polarization and color of the Halley dust. The average albedo of the grains in the model is 0.02. Calculated phase functions show no increase toward backscattering angles; a model incorporating rough particles may be needed.
