The neutron star mass-radius relationship is produced by the unique equation of state of matter at and above nuclear densities (dEOS). This dEOS remains unknown, because the theory of quantumchromodynamics at finite densities is incomplete. However, joint measurements of neutron star masses and radii, of several neutron stars of different masses, will trace the mass-radius relationship; this can be inverted to produce the dEOS. We describe how the International X-ray Observatory can measure the neutron star masses and radii from X-ray spectroscopy of H atmosphere neutron stars, such as those already observed in transiently accreting low mass X-ray binaries, in quiescence.
