We present high spatial resolution Gemini mid-infrared images of the ring of ultracompact (UC) HII regions in W49A, and use the images to identify the driving source of the powerful H$_2$O maser outflow. We locate the origin of the outflow at the position of the compact mid-IR peak to within 0$\farcs$07. This IR source is not coincident with any of the identified compact radio continuum G sources. The putative driving source G:IRS1 is spatially coincident with a hot molecular core seen in emission from methyl cyanide and other tracers at sub-arcsecond resolution. On larger scales, the IR and radio morphologies suggest that G:IRS1 is at the center of a large bipolar cavity and CO outflow with an east/west axis and an eastern lobe tilted toward us. The mid-IR morphology resembles that expected from the outer parts of a flared disk envelope. With a combined disk and bipolar outflow geometry, G:IRS1 in W49 provides circumstantial evidence for a massive flattened envelope around a massive protostar that is still accreting.
