The solar impulsive hard X-ray spectrum is described using both the power law and the exponential forms and presents a high temperature thermal flare model to account for the data. The data set consists of 219 10.24 sec samples in 38 small to medium size flares. Systematic data reduction error was minimized by using a complete detector model appropriate to both the spectral form and the parameters for each individual sample. The exponential results is compared to previous uses of a power law. Mechanisms for rapidly and efficiently producing a Maxwellian plasma are examined. Adiabatic compression expansion is dicussed.
