The plane problem of the gravitational interaction of parabolic comets with Jupiter is considered. The main objections to the hypothesis of the capture of short-period comets are removed. It is shown that short-period comets should have direct motions only. Hyperbolic comets are inaccessible to observation due to the large perihelion distance. The deficit of comets whose orbits have a semimajor axis of 20-30 AU is explained by the small probability of their capture.
