The picture of galaxies as the basic unit of the Universe has been understood for nearly a century, but a clear physical understanding of their assembly and evolution through time remains elusive. The raw material of star formation, the gas, is key to understanding the nature of these processes. How do galaxies gather their loose baryons and turn them into stars? Do large galaxies collect material exclusively through mergers with satellites? What is the role of cooling of hot halo gas? What is the extent of very low mass clouds/filaments surrounding galaxies? In what environments do these various processes occur? With a particular eye toward the neutral hydrogen, the current observational status will be reviewed, and prospects with existing and near term facilities, including Arecibo and the EVLA, and ultimately with the Square Kilometer Array, will be discussed.
