Intermediate-band photometry has been obtained for six stars in the field of the old open cluster NGC 2243. Both the cyanogen index and the ultraviolet colors indicate that this cluster is the most metal-deficient open cluster presently known. A value of -0.7 is estimated for the metal abundance A/E. This result, together with an age of 5 billion years and the position of NGC 2243 some 1.3 kpc below the Galactic plane, is consistent with Larson's (1976) two-phase models of the formation of disk galaxies in which the rapid formation of a spheroidal component in the first couple of free-fall times is followed by a slower epoch of star formation during which most of the remaining gas settles to a disk. The role of possible tidal effects of the Magellanic Clouds, as suggested by Keenan and Innanen (1974) to explain the high eccentricity of NGC 2420, is also considered.
