Effects of the expansion of the universe on standard units of length and time are considered. It is shown that gravitational theory can be formulated by using the metric of Minkowski spacetime and that the components of the metric tensor can be expressed in terms of a dilation function which regulates the reproduction of units. The gravitational-field equations are obtained by the usual procedure, and the radial expansion of earth is determined as 0.66 mm per yr for a Hubble constant of 100 km/s per Mpc. It is concluded that if there is remarkably close agreement between the rate of increase in earth's radius and that of the universe according to Hubble's law, this case would support Milne's model of the universe.
