Coordinated ultraviolet, optical and infrared observations of the X-ray binary system Chi Per were made. During the observations, Chi Per was in a phase of rapidly increasing luminosity. The ultraviolet high resolution spectrum shows violet shifted broad absorption lines with the violet wings extending to -250/650 km/per sec. The double peaked H alpha line profile seems to be variable on time scale of days. An infrared excess probably due to an expanding envelope surrounding the OBe star, was observed.
