The first infrared astronomical mission launched into space, IRAS (1983), was conceived and constructed by US, Dutch and British astronomers. The Infrared Space Observatory, launched in 1995 was spearheaded by the European Space Agency, but with contributions from the US and Japan, which enabled a large number of US astronomers to conduct observations. Spitzer has been US-led, but has been open to very active participation by European scientists as well as colleagues from Japan. Similarly, AKARI is Japan-led with European participation. Herschel, about to be launched in 2009, will again be ESA-led, but with significant US contributions. For the 2010-2020 decade, the highest priority for US FIR/SMM astronomers is participation on the Japanese-led SPICA mission, which will launch in 2017 a 3.5 m telescope cooled to 5K into an L2 orbit. A proposed US contribution of a highly sensitive spectrometer will help to make this an extremely powerful mission. The FIR/SMM community sees this priority as part of a plan for future missions beyond 2020 for which the lead times are significant. In all of these efforts, we expect to make cost-effective progress by working internationally with colleagues of long standing.
