Hierarchical turbulence is discussed here in terms of two-point and three-point correlations. The correlations are derived dynamically and are shown to obey a simple differential equation. The asymptotic behavior at large and small 'lags' is characterized in terms of globally conserved constants, and this description is reconciled with the more specific scale-free methods of Henriksen and Turner (1984). Predictions for molecular cloud complexes and H II regions in the ISM are given and shown to be in reasonable agreement with the available data. The theory can also be applied to laboratory turbulence with 'transition' Reynolds numbers. The correlation function can decorrelate and re-correlate over a sufficient range of scales at an arbitrary scale, due to a hierarchy of inhomogeneity in the mean velocities.
