The structure and behavior of information systems are discussed from the viewpoints of information science and of the CETI program. Differences between cosmic and extraterrestrial systems and between cosmic and extraterrestrial information are investigated. Different methods of possible information transfer between the earth and interstellar civilizations is discussed along with the possible semantic contents of this information.
