An investigation is conducted of an idea reported by Jokipii et al. (1977) that the inclusion of particle drifts into the transport equation for cosmic rays yields a version of the theory which is in better agreement with experimental radial gradients. The Boltzmann equation for the distribution function is analyzed in the dipole approximation. The derived equations are compared with the spherical symmetric versions of the typical transport equations. The relative magnitudes of the terms in the derived equations are considered, and an exact solution of the equations with specified initial and boundary conditions is obtained.
